Project Portfolio Management & EVM Guide

Comprehensive resource on portfolio governance, earned value management (AS 4817), and the international frameworks (PMI, MoP, P3O) used in Australian infrastructure delivery.

A Practitioner's Guide

What This Guide Covers

This Project Portfolio Management (PPM) & Earned Value Management (EVM) Guide is Cenex's open reference on portfolio governance and project performance measurement for Australian infrastructure delivery. It is written for executive sponsors, PMO leaders, finance teams, project managers, and lender groups who oversee portfolios of capital works.

The guide covers the international standards and frameworks Australian agencies use — PMI's Standard for Portfolio Management, the UK government's Management of Portfolios (MoP), the P3O (Portfolio / Programme / Project Office) operating model — and the Australian Standard for performance measurement, AS 4817:2006 — Project Performance Measurement using Earned Value.

In practice, PPM and EVM help Brisbane and Australian infrastructure teams answer the questions that ordinary project reports avoid: which projects deserve capital now, which delivery risks are correlated across the portfolio, which projects are drifting before the overrun is visible, and what the current Estimate at Completion means for board, lender and Treasury decisions. Cenex applies these methods through its Portfolio Management & EVM service and connects them with risk modelling and cost estimating.
